Apply for a Resident Visa
|

If abroad: apply directly to an overseas mission for a resident visa based on joining family.
-
If entering Taiwan with a visitor visa: apply to the Bureau of Consular Affairs, Ministry of Foreign Affairs, to convert it to a resident visa.
※If the applicant enters Taiwan with a visitor visa valid for more than 60 days, and the visa is not marked “NO EXTENSION” or otherwise restricted from conversion to residence, the applicant may directly apply for an Alien Resident Certificate at a local service center of the National Immigration Agency if the applicant qualifies for residence based on joining family.

One original copy of the Taiwan spouse’s household registration transcript issued within the past three months. If marriage registration has been completed, the marriage record must state the spouse’s nationality, foreign-language name, and date of birth.

Marriage registration certificate issued by the foreign spouse’s country of nationality. If that country does not have a marriage registration system, a marriage certificate shall be submitted instead.
-
Police criminal record certificate or good conduct certificate issued by the applicant’s home government, issued within one year and not beyond the validity period stated on the certificate.
-
Qualified health examination certificate issued within the past three months by a hospital designated by the Ministry of Health and Welfare for foreign nationals, or by a qualified hospital abroad.
-
Passport with at least six months of remaining validity.
-
Two two-inch color photos taken within the past six months.

Apply for an Alien Resident Certificate, ARC
|

For applicants entering Taiwan with a resident visa：
-
One completed Alien Resident Certificate application form, with a front-facing half-length color photo taken within the past year.

Original and one photocopy of the passport and resident visa. The originals will be returned after verification.

Documents proving the reason for residence, such as the original and photocopy of the Taiwan spouse’s household certificate or national ID card showing that marriage registration has been completed. The originals will be returned after verification.

Proof of residential address.
-
Document fee: NT$1,000 for one year, NT$2,000 for two years, and NT$3,000 for three years.

For applicants entering Taiwan with a valid visa allowing a stay of more than 60 days, without any notation by the visa authority prohibiting extension or imposing other restrictions:
-
One completed Alien Resident Certificate application form.
-
One front-facing half-length color photo taken within the past year.
-
Original and one photocopy of the passport and visitor visa. The originals will be returned after verification.

Health examination certificate valid within three months from the date of examination. If the health examination was completed abroad, the certificate must be authenticated by an overseas mission.

National police criminal record certificate from the country of original nationality, issued within one year and covering records from the past five years, but not beyond the validity period stated on the certificate. The certificate must be authenticated by an overseas mission, and a Chinese translation authenticated by an overseas mission or notarized by a domestic notary public may be required.

Relevant documents proving the reason for residence, such as the original and photocopy of the Taiwan spouse’s household certificate or national ID card showing that marriage registration has been completed. The originals will be returned after verification.

Proof of residential address.

Document fee: NT$1,000 for one year or NT$3,000 for three years, plus an additional NT$2,200 fee for converting a visitor visa to a residence certificate.

Apply for naturalization. Counting backward from the application date, the applicant must have legally resided in Taiwan continuously for more than three years, with actual residence in Taiwan for more than 183 days each year.
|
The household registration office of the applicant’s domicile forwards the application to the special municipality, county, or city government, which then forwards it to the Ministry of the Interior for issuance.
|

Naturalization application form. The foreign spouse must apply in person at the counter, and the application form is computer-printed.
-
One front-facing half-length color photo taken within the past two years, in the same format as a national ID card photo.
-
Valid Alien Resident Certificate or Alien Permanent Resident Certificate. If the residence period will expire within 30 days, apply for an extension first.

One of the documents specified under Article 3 of the Standards for Identification of Basic Language Abilities and Common Knowledge of National Rights and Duties for Naturalized R.O.C. Nationals:

Proof of having attended a public or private school of any level or type in Taiwan for more than one year.
-
Proof of having attended courses offered by domestic government agencies for a total or accumulated duration of at least 72 hours.
-
Proof of passing the basic language ability and common knowledge of national rights and duties test for naturalization, with a score of 60 or above; for applicants aged 65 or above, a score of 50 or above.

If the Taiwan spouse does not have household registration in Taiwan and marriage registration has not been completed, a marriage certificate must be attached. If made abroad, it must be authenticated by an overseas mission; if in a foreign language, a Chinese translation authenticated by an overseas mission or notarized by a domestic notary public must be attached. Nationality and identity documents of both the foreign spouse and the Taiwan spouse must also be attached. If the marriage took place in Taiwan, the foreign spouse’s marital status certificate authenticated by an overseas mission and its Chinese translation must also be submitted.

Certificate fee: NT$1,200, payable by postal money order to the Ministry of the Interior.

Apply for a Taiwan Area Resident Certificate
|

Original and photocopy of the naturalization approval certificate. The original will be returned after verification.

Apply for loss of original nationality
|
Proof of loss of original nationality is under application.
|
The household registration office of the applicant’s domicile or place of naturalization application forwards the application to the special municipality, county, or city government, which then forwards it to the Ministry of the Interior for extension.

Documents proving that the applicant has applied to the original country for loss of original nationality, such as a photocopy of the application form submitted to the original country, proof of receipt or receipt issued by the original country’s government, and Chinese translation if the documents are in a foreign language.

The household registration office of the applicant’s domicile or place of naturalization application forwards the application to the special municipality, county, or city government, which then forwards it to the Ministry of the Interior for recordation.

Proof of loss of original nationality. If issued by a foreign embassy, consulate, or authorized representative office in Taiwan, it must be re-authenticated by the Ministry of Foreign Affairs. If issued abroad, it must be authenticated by an overseas mission and re-authenticated by the Ministry of Foreign Affairs. The Chinese translation must also be authenticated or re-authenticated together, or notarized by a domestic notary public.

Apply for a Taiwan Area Settlement Certificate
|

One settlement application form with one front-facing half-length color photo, in the same format as a national ID card photo.

Taiwan Area Resident Certificate. Original and photocopy of the Taiwan spouse’s household certificate or national ID card. The original will be returned after verification; not required if the parties are already divorced.

Qualified health examination certificate issued within the past three months. The examination must be conducted by a hospital approved by the Ministry of Health and Welfare and must comply with the health examination items for residence or settlement set by the Ministry.

National police criminal record certificate from the place of overseas residence or residence, issued within one year. This is not required if, during the residence period, each departure from Taiwan was for less than three months.

Other relevant supporting documents. For example, if the applicant has divorced the Taiwan spouse, the original and photocopy of a house tax bill or lease agreement showing the correct household registration address must be provided. The original will be returned after verification.

Stamped return envelope for registered mail, with the recipient’s name and address completed.

Apply for household registration and obtain a national ID card
